In recent developments, three Canadian provinces have nominated candidates in the Provincial Nominee Program (PNP), underscoring their commitment to attracting and retaining skilled immigrants who can contribute to local economies and labor forces.
The PNP, established in 1998, empowers provincial governments to select economic immigration candidates deemed likely to settle in their respective provinces and bolster local labor markets. This collaboration between federal and provincial governments is crucial for Canada's immigration system, as it allows provinces to target candidates who align with their economic needs.
Being nominated by a province holds significant advantages for candidates pursuing permanent resident status. While provincial nominees must still apply separately to Immigration Refugees and Citizenship Canada (IRCC) for permanent residency, the nomination gives them a competitive edge.
This advantage is particularly pronounced for candidates in the federal Express Entry pool. Those who receive a provincial nomination automatically gain an additional 600 points through the Comprehensive Ranking System (CRS), a process known as enhanced nomination. These extra points virtually ensure that Express Entry candidates will receive an Invitation to Apply (ITA) in the subsequent draw.
In 2023, the minimum CRS score required to receive an ITA has consistently been below 791, with a minimum score of 791 only observed in a PNP candidate-only draw on February 15.
Provincial Immigration Results from September 30 to October 5
British Columbia
British Columbia regularly conducts draws for candidates in the British Columbia Provincial Nominee Program (BC PNP). On October 4, the province issued 110 invitations in a general draw, targeting no specific occupations.
The minimum CRS score varied by program stream, with Skilled Worker stream candidates needing a score of 111, International Graduates requiring a score of 113, and Entry-Level and Semi-Skilled candidates needing a score of 91.
In three additional draws for candidates in the Skilled Worker and International Graduate stream, a minimum score of 60 was required. These draws focused on early childhood educators and assistants, healthcare professionals, and several other priority occupations.
Alberta
On October 3, Alberta nominated 33 candidates through the Alberta Advantage Immigration Program (AAIP). All candidates were selected from the Priority sector - Agriculture occupation with an Alberta job offer category and were Express Entry candidates. To receive a nomination, candidates needed a minimum CRS score of 313.
This draw marked the introduction of category-based Express Entry draws targeting Agriculture and Agri-food work experience, aligning with existing PNP streams across Canada and helping address urgent labor shortages.
Prince Edward Island (PEI)
PEI invited 20 candidates through the Labour and Express Entry category of the PEI PNP on October 5. All candidates were employed in the healthcare and food processing sectors.
PEI has been conducting targeted draws since July 20, focusing on healthcare, food processing, manufacturing, construction, and undefined critical workers. This strategic approach allows PEI to select candidates who can meet specific labor market demands in the province.
