British Columbia Issues New Entrepreneur Invitations Under 2025 PNP Draw

The British Columbia Provincial Nominee Program (BCPNP) has issued new Invitations to Apply (ITAs) for provincial nomination to qualified entrepreneurs as part of its ongoing efforts to attract business talent to the province.

On April 15, 2025, the province held its third Entrepreneur Immigration – Base Stream draw of the year. A total of five candidates received invitations in this round, with the lowest qualifying score set at 115 points.

This draw continues British Columbia's strategy of targeting experienced foreign entrepreneurs capable of launching or acquiring businesses that will stimulate economic growth and create local jobs.

Eligibility Criteria for the Base Stream:

To qualify under the BCPNP Entrepreneur Immigration – Base Stream, applicants must meet the following minimum requirements:

• A registration score of at least 115 points

• A net worth of at least $600,000 CAD

• A minimum personal investment of $200,000 CAD into a new or existing business in B.C.

• Ownership of at least one-third of the business, or an equity investment of $1 million CAD

• Language proficiency of at least CLB 4

• A two-year post-secondary diploma or relevant business/managerial experience:

  • 3 years as a business owner-manager

  • 4 years as a senior business manager

  • Or a mix of both roles
    

Applicants must also demonstrate that their business will create at least one full-time job for a Canadian citizen or permanent resident in the province.

Ongoing Program Adjustments and Prioritization

In 2025, British Columbia has implemented several significant changes to the PNP, including closing multiple streams, placing moratoriums on certain draws, and limiting the intake of new applications. The province is placing a strong emphasis on attracting front-line healthcare workers, skilled professionals, and entrepreneurs with high economic impact.

British Columbia also offers a Regional Pilot stream, which supports business immigration to smaller communities. This stream features lower net worth and investment thresholds but requires applicants to visit participating communities and obtain a letter of support before applying.
