Labor market projections indicate a requirement of over 250,000 immigrants to fill approximately 30% of job openings in the next decade. To address this demand and contribute to economic development, British Columbia operates the Provincial Nominee Program (PNP) in collaboration with the federal government.
The PNP allows British Columbia to select immigrants who possess the necessary skills and qualifications to meet labor market requirements. The B.C. Ministry of Jobs, Economic Development, and Competitiveness, in accordance with specific criteria including skills, education, work experience, and job type, nominates successful applicants for permanent residency to the federal government. The Skills Immigration stream constitutes the primary avenue through which the vast majority of nominees enter British Columbia.
Given the PNP's vital role in supporting the province's economy, the Auditor General of British Columbia conducted an assessment to determine whether the ministry has effectively managed the performance of the Skills Immigration stream. The evaluation aimed to support the fulfillment of B.C.'s projected labor market and economic development needs while also assessing and mitigating risks related to misrepresentation, fraud, and corruption to protect the program's integrity.
Attracting qualified immigrants who actively participate in the workforce is crucial for meeting labor market demands and promoting long-term economic development in British Columbia. By ensuring that all nominees meet the program's criteria, the province can maintain the program's integrity and achieve its objectives effectively.
