Canada's provinces continue to actively seek skilled workers from around the globe, and four provinces recently issued a flurry of invitations to apply for provincial nomination, a key step towards Canadian permanent residence.
British Columbia Focuses on In-Demand Occupations
British Columbia invited approximately 125 candidates on October 22nd through its Provincial Nominee Program (BC PNP). The invitations targeted skilled workers in specific occupations, including childcare, construction, healthcare, tech, and veterinary care. All invited candidates required valid job offers in BC. Minimum score requirements varied by occupation, ranging from 83 for childcare to 117 for tech workers.
Manitoba Holds Large Draw Across Multiple Streams
Manitoba issued 253 Letters of Advice to Apply (LAAs) on October 24th, its 231st draw since launching its Expression of Interest system. The draw included candidates from the Skilled Worker in Manitoba, International Education, and Skilled Worker Overseas streams, with minimum scores varying by stream. Notably, Skilled Worker Overseas candidates needed to be invited under a strategic recruitment initiative to be eligible.
Prince Edward Island Prioritizes Labour and Express Entry
Prince Edward Island issued 48 invitations on September 20th, focusing primarily on Labour and Express Entry candidates. The draw included candidates in the healthcare, construction, and trucking and transportation sectors, as well as international graduates. Only two invitations were issued through the Business stream.
Quebec Seeks French-Speaking Skilled Workers
Quebec issued a substantial 1,650 invitations on September 19th through its Regular Skilled Worker Program. All invited candidates demonstrated an oral French proficiency of 7 on the NCLC scale and met specific score requirements or held a valid job offer outside Montreal.
Understanding Provincial Nominee Programs
Provincial Nominee Programs (PNPs) allow participating provinces and territories to nominate foreign nationals for permanent residence based on their specific economic needs and immigration priorities. Each province has its own streams and eligibility criteria.
Base PNPs vs. Enhanced PNPs
Base PNPs: Candidates apply directly to the province. If nominated, they apply for permanent residence with Immigration, Refugees and Citizenship Canada (IRCC).
Enhanced PNPs: Aligned with the Express Entry system, these programs allow provinces to nominate Express Entry candidates, who then receive additional points, increasing their chances of receiving an Invitation to Apply (ITA) for permanent residence.

Quebec has a unique agreement with the federal government, allowing it to manage its own immigration programs. Successful applicants receive a Certificat de sélection du Québec (CSQ) and then apply to IRCC for permanent residence.
