Immigration, Refugees, and Citizenship Canada (IRCC) has issued 733 invitations to apply (ITAs) in the latest Express Entry draw, specifically targeting candidates through the Provincial Nominee Program (PNP). To qualify in this round, candidates needed a minimum Comprehensive Ranking System (CRS) score of 812.
This draw marks the first for November and comes on the heels of IRCC’s release of the new Immigration Levels Plan for 2025, which outlines Canada’s immigration targets for the coming years. Under this plan, IRCC aims to welcome 124,680 Express Entry candidates in 2025, an increase intended to address Canada’s economic needs and demographic goals.
The PNP-focused draw follows an October 23 category-based selection round that invited 1,800 candidates in trade occupations. This recent activity underscores Canada’s strategic use of Express Entry to support provincial and regional labor market demands. With the focus on provincial nominations, today’s ITA recipients are positioned to support their respective provinces’ economic needs and regional growth goals.
Canada’s 2025 Immigration Levels Plan and New Targets
The recently released Immigration Levels Plan introduces two new target categories: the In-Canada Focus and the Federal Economic Priorities categories. The In-Canada Focus category, which has a target of 82,980 permanent resident admissions, is expected to impact temporary residents already in Canada, particularly through the Canadian Experience Class (CEC) and PNP. This segment will represent around 40% of Canada’s total economic immigration for the year, aiming to streamline transitions to permanent residency for those already established within the country.
Meanwhile, the Federal Economic Priorities category has set a target of 41,700 admissions and will draw from candidates in all Express Entry-managed programs, prioritizing those with skills to address urgent gaps in healthcare, trades, and French-speaking communities outside Quebec.
