Ottawa, November 1, 2023 - Canada's Immigration Minister, the Honourable Marc Miller, has unveiled the 2024-2026 Immigration Levels Plan, focusing on sustainable population growth while catering to economic needs and addressing housing, healthcare, and infrastructure challenges. The plan maintains a 485,000 annual target for permanent residents in 2024, with a gradual increase to 500,000 by 2025.
Beyond 2025, the government aims to stabilize permanent resident levels at 500,000, allowing for better integration and labor market support. To ensure overall sustainability, steps will be taken to recalibrate temporary resident admissions.
The Government of Canada, in collaboration with provinces, territories, employers, stakeholders, and Indigenous peoples, is committed to managing immigration-driven population growth effectively. This approach is guided by the report, "An Immigration System for Canada's Future," emphasizing support for newcomers, businesses, and communities.
Key highlights of the plan include:
1. A focus on economic growth, with over 60% of permanent resident admissions dedicated to the economic class by 2025.
2. Continued support for humanitarian efforts, responding to global crises, and upholding Canada's humanitarian tradition.
3. Ambitious Francophone immigration targets to bolster Francophone communities outside of Quebec. These targets will represent 6% of total immigration in 2024, 7% in 2025, and 8% in 2026.
The plan also acknowledges progress made through digital systems and improved client service, which have increased processing capacity and reduced application backlogs.
The Levels Plan underscores Canada's commitment to reuniting families, attracting skilled talent, maintaining its humanitarian tradition, and fostering diversity that newcomers bring to communities.
