The FMRI also focused on endorsing a multi-year levels plan for the Provincial Nominee Program (PNP). This strategic move allows provinces and territories to plan PNP allocations for up to three years ahead, ensuring adequate resources for newcomers and existing residents.

Recent strategies from Immigration, Refugees, and Citizenship Canada (IRCC) align with provincial priorities. The new strategy, "An Immigration System for Canada’s Future," emphasizes collaboration with provinces to fortify sustainable immigration levels and economic strength.
In accordance with the Immigration Levels Plan 2024-2026, Canada anticipates admitting up to 500,000 new permanent residents annually. Notably, 110,000 will arrive through the PNP in 2024, while 120,000 are expected in 2025 and 2026.

While provinces play a pivotal role in selecting economic immigration candidates, IRCC maintains the final authority on granting permanent residency. However, Quebec, with a separate agreement, independently manages economic immigration.
Recent Provincial Nominee Program Draws
The FMRI meeting coincided with four provinces announcing the outcomes of recent PNP draws:
- British Columbia: Invited over 219 candidates across various streams, including a targeted draw for construction occupations.
- Manitoba: Invited 301 candidates in Skilled Workers and International Education streams.
- Prince Edward Island: Extended invitations to 141 candidates, predominantly in Labor and Express Entry streams.
- Alberta: Invited 16 Express Entry candidates under the Dedicated Healthcare Pathway.
These draws showcased provinces actively seeking skilled individuals to contribute to their respective economies, signaling opportunities for prospective immigrants.
