Canada is continually seeking to attract skilled workers to bolster its economy and workforce. While Immigration, Refugees and Citizenship Canada (IRCC) has implemented measures to address urgent shortages, particularly in healthcare, several provinces are taking proactive steps to attract healthcare professionals by offering various financial incentives. These incentives include tuition rebates, reimbursement for various fees, and other benefits.
Manitoba (MB)
Manitoba's Health Human Resource Action Plan, initially announced in November 2022, aims to attract and employ 2,000 healthcare providers across the province's healthcare system. The three latest incentives introduced by the Government of Manitoba include:
Wellness Incentive: This provides all full-time employees with a one-time increase of $500 in their Health Spending Accounts (HSAs), and part-time employees receive $250. HSAs help employees pay for eligible healthcare expenses.
Licensure Reimbursement: Eligible employees receive reimbursement for professional license or association membership fees for the 2023-24 and 2024-25 licensure years.
Weekend Premium: Employees working on eligible weekends receive an $8.00 premium, retroactive to November 18, 2022.
These incentives represent only a few of the more than 10 total benefits available to participants in this Manitoba-based program.
Newfoundland and Labrador (NL)
NL offers a range of incentives to healthcare workers, including signing bonuses and funding for those opening family practices. The Come Home Initiative targets those educated, trained, or previously practiced in NL, offering financial incentives for a "return-in-service" agreement. Examples include:
$100,000 for a five-year return-in-service agreement (Physicians)
$60,000 for a three-year return-in-service agreement (Nurse Practitioners)
$50,000 for a three-year return-in-service agreement (Registered Nurse, Licensed Practical Nurse, Primary Care Paramedic, Clinical Pharmacist)
The Come Home Incentive is also available to those without prior ties to NL, but the financial incentives differ.
Prince Edward Island (PEI)
PEI has increased the incentive for its Allied Health Professional Recruitment Incentive. This offers up to $10,000 to eligible candidates in 11 occupations who commit to a one-year full-time equivalent return-in-service agreement. Eligible occupations include Medical Laboratory Technologists, Medical Radiation Technologists, Respiratory Therapists, Social Workers, Pharmacists, and more.
Saskatchewan (SK)
Saskatchewan provides various incentives for healthcare students and professionals. The Graduate Retention Program (GRP) offers a $20,000 tuition rebate to eligible graduates who live and file income tax returns in SK.
