Canada is poised to welcome a record number of immigrants in the coming years, according to the recently released 2023-2025 Immigration Levels Plan. Building on the success of previous years, the plan aims to drive economic growth, foster family reunification, and uphold democratic values.
Under the new plan, Canada plans to admit between 410,000 and 505,000 new permanent residents in 2023, with even higher targets of 430,000 to 542,000 in 2024, and 442,500 to 550,000 in 2025. These figures represent a significant increase from the previous 2022-2024 plan, which targeted 431,645 new permanent residents.
In 2022, Canada surpassed its immigration target, welcoming 431,645 new permanent residents—the highest number in Canadian history. This achievement underscores the country's commitment to embracing diversity and attracting talent from around the world.
The new immigration plan aims to not only bolster economic growth and resiliency but also prioritize family reunification and safeguard democratic and human rights. Additionally, in collaboration with provinces and territories, the plan emphasizes the importance of attracting newcomers to various regions, including small towns and rural communities. This approach ensures sustainable growth and equal distribution of immigration benefits throughout the country.
Furthermore, the Department of Immigration, Refugees and Citizenship Canada (IRCC) is dedicated to meeting its target of 4.4% Francophone immigration outside of Quebec for 2023, supporting linguistic diversity and cultural enrichment.
To facilitate the smooth processing of applications and achieve these ambitious immigration targets, the IRCC is actively streamlining and digitizing the immigration system. The aim is to expedite application processing and enhance the overall applicant experience.
Additionally, a new Temporary Public Policy has been implemented to eliminate the need for subsequent Immigration Medical Exams (IME) for low-risk foreign nationals residing in Canada. This measure further streamlines the application process and ensures efficient handling of immigration cases.
Looking ahead, the Department remains committed to implementing the Temporary Public Policy to exempt certain protected persons and their families from subsequent IMEs, fostering a fair and inclusive immigration process.
With its bold immigration plan, Canada continues to showcase its global leadership in refugee resettlement, while simultaneously positioning itself as an attractive destination for talent, students, and visitors worldwide.
