Toronto, CA - March 22, 2024 - Immigration Minister Marc Miller and Employment Minister Randy Boissonnault announced changes to the Temporary Foreign Worker Program (TFWP) in a press conference today. These changes signal a shift in Canada's approach to temporary residents, with a focus on a more balanced and sustainable immigration system.
"We're in a different economic situation now," stated Minister Boissonnault. "The labour market is tightening, and some of the temporary measures implemented during the pandemic are no longer necessary."
Key Changes to the TFWP:
Reduced LMIA Validity Period: The validity period of a Labour Market Impact Assessment (LMIA) will revert to 6 months from 12 months as of May 1st, 2024. This change aims to ensure LMIAs accurately reflect current labour market needs. Employers participating in the Recognized Employer Pilot program are exempt from this change.
Lower Cap on Low-Wage TFWP Workers: The proportion of low-wage workers hired through the TFWP will be capped at 20% of a company's workforce, effective May 1st, 2024. This aligns with pre-pandemic levels. However, the construction and healthcare sectors will be allowed to maintain a cap of 30%. Agricultural and seasonal employers remain exempt from this cap.
Focus on Long-Term Immigration:
These changes come amidst a broader effort by Canada to manage its temporary resident population. Minister Miller highlighted the recent cap on study permits and changes to the Post-Graduation Work Permit program.
"Canada's temporary resident population has grown significantly, reaching 6.2% of our population in 2023," stated Minister Miller. "We aim to reduce this to 5% over the next three years. Our goal is a well-managed, sustainable immigration system built on long-term needs, ensuring new residents can integrate and access the services they need."
