The Immigration, Refugees, and Citizenship Canada (IRCC) has set its sights on implementing automation technologies to streamline and enhance the efficiency of the application process, promising faster decisions for eligible applicants.
The IRCC's pioneering approach involves the use of automated tools, which are designed to assess applications based on their complexity. This means that certain applicants can expect a swifter review process, reducing waiting times and bringing clarity to their immigration status.
The deployment of these automated tools is not a hasty move. The IRCC has taken care to ensure their reliability and alignment with applications undergoing human review. It's crucial to note that only IRCC officers retain the authority to refuse an application; the automated tools are incapable of refusing or recommending refusals.
The automated tools serve two vital functions:
1. Sorting and Assigning Applications: These tools perform triage functions, handling clerical and repetitive tasks related to the sorting of applications. This frees up immigration officers to focus on the evaluation and final decision-making process. Applications are categorized based on rules set by IRCC officers, derived from legislative and regulatory criteria. Subsequently, these files are directed to the appropriate officer for in-depth assessment based on their expertise.
2. Assessing Applications for Eligibility: The eligibility function identifies routine applications eligible for streamlined processing. When an application is reviewed, the automated tools assess whether it falls into the routine category and whether the applicant is eligible for a work permit extension or PGWP based on criteria developed by IRCC officers. The application is then sent to an officer for the assessment of the applicant's admissibility to Canada and the final decision. Applications that do not receive automatic eligibility approval may still be manually approved following an officer's review.
The IRCC is committed to responsible development and deployment of data-driven technologies, ensuring compliance with privacy requirements and human rights protection. As part of this commitment, and in accordance with the Canada Treasury Board Directive on Automated Decision-Making, an algorithmic impact assessment (AIA) has been conducted to evaluate the tools used for work permit extensions and PGWP applications.
The AIA has categorized the impact level of these systems as moderate, and various measures have been put in place to mitigate potential risks. These include assessments for potential discriminatory impacts, the incorporation of privacy and security elements into the tool's design, and the ability of immigration officers to override the tool's decisions, ensuring a safeguard against errors or biases.
Meanwhile, Canada has witnessed a significant influx of new permanent residents, with India emerging as the primary source of newcomers to the country. According to the latest data from IRCC, India contributed a staggering 118,245 new permanent residents to Canada in 2022, accounting for over 27% of the total 437,610 new permanent residents during that period.
In the first seven months of the current year, 96,085 Indians applied for permanent residency in Canada, representing more than 31.6% of the total 303,955 new permanent residents during that time frame. This surge in immigration applications underscores the importance of streamlining and expediting the process, making the IRCC's automation initiative all the more timely and significant.
