Canada Unveils New Permanent Residence Pathways for Home Care Workers

Ottawa, January 28, 2025 – Immigration, Refugees and Citizenship Canada (IRCC) has announced the launch date for its highly anticipated Home Care Worker Immigration Pilots, set to open on March 31, 2025. These new pathways aim to provide eligible home care workers with the opportunity to secure permanent residence (PR) upon arrival, replacing the now-expired caregiver immigration programs.

The initiative comes as part of Canada’s broader strategy to address labor shortages in essential care roles while offering skilled foreign workers a chance to settle permanently in the country.

Eligibility Criteria for New Pathways

IRCC has outlined the following eligibility requirements for foreign nationals interested in the new Home Care Worker Immigration Pilots:

• Language Proficiency: Applicants must demonstrate a Canadian Language Benchmark (CLB) level 4 in English or French.

• Education: Candidates must hold the equivalent of a Canadian high school diploma.

• Work Experience: Applicants need recent, relevant work experience in caregiving. Notably, starting June 16, 2024, only six months of eligible work experience will be required for PR eligibility under previous caregiver programs.

• Job Offer: A full-time employment offer for a home care position in Canada is mandatory.

Background and Transition from Previous Programs

The announcement follows the closure of the Home Child Care Provider Pilot and Home Support Worker Pilot in June 2024, which marked the end of specialized caregiver immigration pathways. These new pilots aim to build upon the legacy of earlier programs, including:

• The Live-in Caregiver Program (closed 2014)

• Caring for Children and High Medical Needs Pilots (both closed 2019)

• The Interim Pathway for Caregivers Program (closed 2019).

With the closure of the previous caregiver pathways, the launch of the new pilots reflects Canada’s commitment to creating robust immigration frameworks for essential workers in caregiving roles.

Part of Canada’s Immigration Goals

The Home Care Worker Immigration Pilots will fall under Canada’s broader Federal Economic Pilots, which have a target of 10,920 admissions in 2025, according to the country’s 2025-2027 Immigration Levels Plan. These admissions will be distributed among the caregiver pathways, the Agri-Food Pilot, Community Immigration Pilots, and the Economic Mobility Pathways Pilot.

While the exact allocation for the new caregiver pilots is yet to be disclosed, this program represents a significant step forward in providing much-needed support for Canada’s aging population and families requiring home care services.
