Immigration, Refugees and Citizenship Canada (IRCC) has issued 3,000 invitations to apply (ITAs) for permanent residency in its most recent Express Entry draw. The draw, held on 31st May, specifically targeted candidates in the Canadian Experience Class (CEC), requiring a minimum Comprehensive Ranking System (CRS) score of 522.
This is the second Express Entry draw this week, following a May 30 draw focused on Provincial Nominee Program (PNP) candidates. Notably, this is the first CEC-specific draw since September 14, 2021, and features the lowest CRS score of the year for a non-category-based selection draw.
Both draws mark a return to program-specific selection, a strategy not used since the introduction of category-based selection in May 2023. This shift aligns with IRCC's commitment to prioritize "domestic draws," facilitating the transition of temporary residents in Canada to permanent residency.
The May 30 draw was also significant as the first Express Entry draw after a month-long pause, the reason for which remains unconfirmed by IRCC. However, an Access to Information Request revealed that all draws this year will follow a predetermined, yet undisclosed, schedule. The frequency and size of draws will be determined by admissions targets for 2024 and 2025, with processing capacity also playing a role.
Before the pause, April saw four draws, including general draws and category-based selection draws targeting STEM occupations and French proficiency.
