Canada exceeded its target for permanent resident admissions in 2023, welcoming 471,550 newcomers, an increase of 33,950 over the previous year. This marks the highest number of permanent residents welcomed in a single year since the creation of the Immigration Levels Plan in 1993.
High Demand but Processing Delays:
While exceeding the target is positive news, the data also reveals a significant backlog of immigration applications. As of December 31, 2023, there were 2,221,100 applications in the system, with 949,500 considered backlogged. This means nearly half of all permanent resident applications haven't been processed within service standards.
