Immigration, Refugees, and Citizenship Canada (IRCC) has announced its decision to uphold the current six categories eligible for category-based selection in Express Entry draws for the year 2024.
In an official email alert disseminated by IRCC, the department reaffirmed its commitment to selecting candidates based on specific qualifications such as education, work experience, or language skills, aimed at supporting identified economic needs and priorities.
The six categories targeted by IRCC are:
1. French language proficiency
2. Work experience in healthcare occupations
3. Work experience in Science, Technology, Engineering, and Math (STEM) occupations
4. Work experience in trade occupations
5. Work experience in transport occupations
6. Work experience in agriculture and agri-food occupations
The introduction of category-based selection draws for Express Entry candidates was initiated in May 2023 to assist Canada in achieving its economic objectives.
The selection of these categories followed extensive public consultations with provinces, territories, and various stakeholders including unions, employers, settlement service provider organizations, worker advocacy groups, and immigration researchers.
By specifically targeting Express Entry candidates who meet the criteria for these categories, IRCC aims to invite newcomers who can effectively fill critical gaps in Canada’s workforce, particularly in sectors crucial to the economy and the well-being of Canadians. Additionally, this initiative aligns with IRCC's mandate to promote the French language outside of Quebec.
When the categories were initially introduced, IRCC emphasized that they would undergo yearly review as part of the department's report to parliament, with adjustments made as necessary.
Category-based Selection in 2023
The inaugural category-based selection draw occurred on June 28, 2023, inviting 1,500 Express Entry candidates in eligible healthcare occupations.
Throughout the remainder of the year, IRCC extended invitations to more than 16,000 Express Entry candidates through category-based selection across 17 separate draws. In 2024, one category-based selection draw has occurred so far, inviting 7,000 candidates with French language proficiency.
Eligibility for Category-based Selection
Category-based selection is exclusively available for candidates who already possess Express Entry profiles. Other economic immigrants without applications in the Express Entry application pool are ineligible.
According to IRCC, candidates eligible for an Express Entry program must have accumulated at least six months of full-time, continuous work experience (or an equivalent amount of part-time work experience) within the past three years in a single occupation, either in Canada or abroad, to be considered for a work-experience based category.
Furthermore, candidates invited under the French language proficiency category must achieve a score of 7 in all four categories (reading, writing, listening, and speaking) in the Niveaux de compétence linguistique canadiens.
