In today's globalized economy, companies often face challenges in finding the right talent to meet their workforce requirements. However, favourable immigration policies in Canada are proving to be a game-changer for businesses, enabling them to grow and expand by hiring foreign workers. These policies, such as the Temporary Foreign Worker Program (TFWP), International Mobility Program, Global Skills Strategy, and BC PNP Tech, are designed to address labour and skills shortages effectively.
Under the Temporary Foreign Worker Program (TFWP), Canadian employers can hire temporary foreign workers to fill crucial labour and skills gaps. Before doing so, employers need to apply for a Labour Market Impact Assessment (LMIA) to determine the impact of hiring a foreign worker on the domestic labour market. This assessment ensures that there is a genuine need for a temporary foreign worker and that no Canadian citizens are available for the job. Once an LMIA is obtained, the employer can provide the confirmation letter to the foreign worker, who can then apply for a work permit.
The International Mobility Program allows employers to hire temporary foreign workers without requiring an LMIA. Different LMIA-exempt programs exist, such as Mobilité Francophone, Intra-Company Transferees, and International Experience Canada, which offer opportunities for qualified French-speaking nationals, intra-company transfers, and youth aged 18-35, respectively. LMIA-exempt employers must submit an offer of employment through the Employer Portal, and the foreign worker must apply for a work permit.
The Global Skills Strategy is a key component of Canada's immigration policies, providing a fast-track pathway for businesses to attract global talent. It comprises four pillars aimed at expediting the immigration process. The Two-Week Service Standard ensures that work permits for high-skilled talent are processed in two weeks or less. Short-Term Work Permit Exemptions reduce bureaucracy for skilled workers and top research talent working in Canada for short periods. The Dedicated Service Channel offers guidance to employers making significant investments in the immigration process. Lastly, the Global Talent Stream (GTS) expedites the hiring process by processing LMIA applications in just 10 business days for qualified employers. The GTS has two categories: Category A for unique and specialized talent referred by designated partners, and Category B for highly-skilled foreign workers in occupations found on the Global Talent Occupations List.
In British Columbia, the BC PNP Tech program specifically targets the tech industry's talent needs. It offers a fast-tracked, permanent immigration pathway for in-demand foreign workers and international students. The program provides dedicated support to tech employers through a BC PNP concierge, timely invitations to apply for qualified skilled tech workers, prioritized processing to meet the sector's demands, and continuous engagement with employers through industry events.
