Full Details Revealed: Are You Eligible to Apply for PR Under the Home Care Worker Immigration Pilots?

Foreign nationals seeking to immigrate to Canada as home care workers can now access full details regarding the Home Care Worker Immigration Pilot (HCWP). The program has been officially divided into two pilot streams:

  • Home Care Worker Immigration Pilot: Child Care

  • Home Care Worker Immigration Pilot: Home Support

Each of these pilot programs will feature two streams:

  • The Workers in Canada Stream (applications accepted from March 31, 2025, to March 30, 2026, or until the cap is reached).

  • The Applicants Not Working in Canada Stream (details to be announced later).

Eligibility Requirements

Eligible Occupations

To qualify, applicants must have six months of relevant, full-time work experience within the last three years or possess a six-month relevant educational credential.

HCWP: Child Care

  • Home Child Care Providers (NOC 44100) – Babysitters, nannies, parent’s helpers (foster parents excluded).

  • Early Childhood Educators and Assistants (NOC 42202) (daycare teachers/supervisors excluded).

HCWP: Home Support

  • Home Support Workers, Caregivers, and Related Occupations (NOC 44101).

  • Nurse Aides, Orderlies, and Patient Service Associates (NOC 33102) (institutional settings ineligible).

Professional Training Requirements

Candidates without relevant work experience may qualify through education credentials:

  • A six-month post-secondary credential completed within the last two years.

  • The program must be full-time (minimum of 15 hours per week) and primarily in-person.

  • The training must align with one of the eligible NOCs for the selected pilot stream.

Job Offer Requirements

To be eligible, a job offer must:

  • Be for a job in an eligible NOC and outside Quebec.

  • Be full-time (minimum 30 hours per week, indefinite term).

  • Include wage details, employment requirements, and duties.

Employers must demonstrate:

  • A genuine need for the worker.

  • Capacity to pay wages and fulfill employment terms.

  • Compliance with federal and provincial employment laws.

Eligible Employers

  • Private households (families hiring directly).

  • Businesses or non-profits with direct employer-employee relationships.

Ineligible Employers

  • Recruitment or placement agencies.

  • Embassies, consulates, or diplomatic personnel.

  • Employers non-compliant with regulations.

  • Self-employed applicants or their close family members.

Requirements for In-Canada and Out-of-Status Workers

Workers in Canada

Applicants must be living in Canada with work authorization via:

  • A valid work permit,

  • Maintained status, or

  • A public policy authorization.

Out-of-Status Workers

A portion of the HCWP allocation (140 spots per stream) is dedicated to regularizing out-of-status workers who:

  • Have lived in Canada continuously since December 16, 2021.

  • Held a work permit at some point after December 16, 2021.

  • Are not inadmissible except for overstaying status or unauthorized work/study.
