How IRCC Selects Sponsors for the Parents and Grandparents Program

Every year, Immigration, Refugees, and Citizenship Canada (IRCC) chooses Canadian sponsors (permanent residents and citizens) to sponsor their older loved ones through the Parents and Grandparents Program (PGP). However, the selection process isn't always clear due to the department's special lottery system. Recent government instructions shed some light on how IRCC makes these decisions.


The Lottery System

For recent PGP intakes, IRCC has selected potential sponsors from a randomized list of interest-to-sponsor forms submitted back in 2020. An IRCC agent uploads a set number of email addresses to a bulk email tool, starting with the first sequential entry that hasn't been invited yet. This tool sends out Invitation to Apply (ITA) letters, inviting potential sponsors to submit their full application.

In 2024, IRCC issued 35,700 ITAs aiming to accept 20,500 complete applications. The higher number of ITAs accounts for the possibility of some invitees not submitting an application.


Specifics of the 2024 PGP

Because IRCC chose to draw from the 2020 pool again, certain conditions apply even for those who received an ITA this year. These rules were also in place in previous years and may continue in the future:

  • Documentation: Sponsors need to provide a copy of the same "status in Canada" document submitted with their 2020 interest to sponsor form. Any discrepancies require an explanation and evidence that the application is from the same individual.

  • Priority Processing: Applications are processed on a first-in, first-out basis, prioritizing those who have been waiting the longest.

The Backlog and Criticism

2024 is the fourth consecutive year IRCC has used the 2020 pool. While the program's admissions allocations are increasing, demand continues to outpace availability. After the 2023 intake, 108,000 interest to sponsor forms remained in the backlog. This means IRCC could potentially spend the next three years working through the 2020 pool, despite new sponsors from subsequent years.

This situation, coupled with lengthy processing times, has led to criticism of IRCC's family reunification efforts. Many feel the current system isn't meeting the needs of families seeking to reunite in Canada.
