After a month-long hiatus, Immigration, Refugees and Citizenship Canada (IRCC) has resumed Express Entry draws, issuing 2,985 invitations to apply (ITAs) for permanent residency to candidates in the Provincial Nominee Program (PNP). This program-specific draw required a minimum Comprehensive Ranking System (CRS) score of 676.
The draw marks the first program-specific selection since the introduction of category-based Express Entry draws in June 2023 and the first draw since April 24. While IRCC has not provided an official explanation for the pause, a recent Access to Information Request revealed that all 2024 draws will adhere to a predetermined schedule, yet to be made public.
The April draws saw a mix of general and category-based selections, with a total of 9,075 ITAs issued. Interestingly, while a recent information request indicated French proficiency would lead category-based draws in 2024, today's draw focused solely on Provincial Nominees. The department cited the high employment rate and economic integration potential of bilingual candidates as reasons for this focus.
The breakdown of ITAs for 2024, as per the information request, includes STEM occupations receiving 25%, healthcare 15%, and transport, trades, agriculture, and agri-food categories receiving 5% or less. The remaining 21.5% were allocated for general draws, with no specific mention of program-specific draws like the one held today.
This latest draw signals a potential shift in IRCC's Express Entry strategy. Candidates and immigration stakeholders are advised to closely monitor further announcements for insights into future draw frequencies and category distributions.
