Immigration, Refugees and Citizenship Canada (IRCC) has issued 6,500 Invitations to Apply (ITAs) in its first category-based Express Entry draw of 2025. This draw, which took place on February 21, targeted candidates with strong French-language proficiency, reflecting the government's ongoing commitment to promoting bilingualism and increasing Francophone immigration outside of Quebec.
To be considered, candidates needed a minimum Comprehensive Ranking System (CRS) score of 428. Additionally, they must have created an Express Entry profile before 4:41 p.m. Coordinated Universal Time (UTC) on February 10, 2025.
A Strong Start to 2025 Draws
Today's draw marks the fourth round of ITAs issued this month. Prior to this, IRCC conducted two draws focused on Provincial Nominee Program (PNP) candidates and one for the Canadian Experience Class (CEC). So far in February, a total of 11,601 ITAs have been issued, signaling an active start to the year for Express Entry candidates.
Meeting Immigration Targets
IRCC's focus in 2025 has largely been on CEC and PNP candidates as it aims to meet its immigration targets for the 2025-2026 period. This aligns with the "In-Canada Focus" category outlined in the 2025-2027 Immigration Levels Plan. For 2025, this category has been allocated a total of 82,890 admissions, underscoring the government's strategic emphasis on transitioning temporary residents to permanent status.
