The Manitoba Provincial Nominee Program (MPNP) continues to address critical labour shortages in the province by extending invitations to skilled foreign workers under a strategic recruitment initiative. On April 3, 2025, Manitoba held a draw targeting overseas candidates with professional experience in high-demand occupations, aligning with the needs of the province’s growing labour market.

The recent draw, conducted under the Skilled Worker Overseas stream, issued a total of 4 Letters of Advice to Apply (LAAs). All invitations were extended to candidates directly recruited through MPNP’s Strategic Recruitment Initiative—a program designed to connect Manitoba employers with international talent.

While the number of LAAs issued may seem modest, such draws are tailored to specific employer needs and are part of Manitoba’s strategic approach to attracting talent that cannot be sourced locally.

What Is Manitoba’s Strategic Recruitment Initiative?

Manitoba’s Strategic Recruitment Initiative is a specialized program under the MPNP that enables employers to recruit international skilled workers to fill urgent and ongoing labour shortages in the province. The initiative is particularly valuable for employers operating in sectors where domestic recruitment efforts have failed to yield qualified candidates.

Here’s how the process works:

1. Employers apply to the initiative, demonstrating the need for foreign workers in eligible occupations.

2. Once approved, employers can nominate international candidates who meet MPNP’s Skilled Worker Overseas criteria.

3. These candidates receive direct invitations to apply for a provincial nomination.
   

To qualify, candidates must meet several key criteria, including:

• Age: 21–45 years old (exceptions considered if requested by the employer)

• Work Experience: At least two years of relevant full-time experience in the past five years

• Education: Post-secondary education or equivalent on-the-job training

• Language Proficiency:

  • CLB 5 for TEER 0–3 occupations

  • CLB 4 for TEER 4–5 occupations

• Job Offer: A permanent, full-time or long-term offer from a Manitoba employer

• Intent to Settle: Must show strong intention to reside in Manitoba—preference is given to those willing to live outside the Winnipeg Metropolitan Region
  

Additionally, candidates with strong ties to other provinces (e.g., education or previous work in other provinces) may be deemed a retention risk and denied.
