Three Canadian provinces—Ontario, British Columbia, and Quebec—have recently issued invitations for candidates to apply through their provincial immigration programs, marking another round of activity aimed at attracting skilled workers to help meet labor market demands.
Provincial Nominee Programs: Ontario and British Columbia
Ontario and British Columbia invited candidates through their Provincial Nominee Programs (PNPs). The PNPs, first introduced in 1998, allow provinces to select economic immigration candidates suited for regional labor needs. Immigration, Refugees, and Citizenship Canada (IRCC) shares responsibility for these programs with provincial governments, allocating a specific number of nominations each year. Candidates who are nominated by a province have a significant advantage when applying for permanent residency, as they receive an additional 600 Comprehensive Ranking System (CRS) points through Express Entry, virtually guaranteeing an Invitation to Apply (ITA) for permanent residence.
Ontario
On September 17, the Ontario Immigrant Nominee Program (OINP) invited candidates under its Master’s Graduate and PhD Graduates streams. A total of 1,249 invitations were issued to Master’s Graduate candidates with a score of 53 or higher, while 194 PhD Graduate candidates were invited with a minimum score of 45.
Ontario also conducted a draw on September 19 for the Express Entry Human Capital Priorities stream, targeting 1,424 candidates in "other priority occupations." These candidates needed a CRS score between 505 and 528 to qualify for an invitation.
British Columbia
British Columbia held its draws on September 17, inviting over 163 candidates through various streams of the BC Provincial Nominee Program (BC PNP). The largest draw selected candidates from the Skilled Worker, International Graduate, and Entry-Level and Semi-Skilled streams. Those applying as Skilled Workers and International Graduates needed a minimum score of 128, while Entry-Level and Semi-Skilled Worker candidates required a score of at least 110.
The BC PNP also conducted targeted draws for specific occupations:
- 43 candidates in childcare occupations (minimum score of 83)
- 29 candidates in construction occupations (minimum score of 89)
- 29 candidates in healthcare occupations (minimum score of 99)
Quebec: Skilled Worker Program
Unlike other provinces, Quebec operates its own immigration system under a unique agreement with the federal government. On September 5, Quebec invited 1,417 candidates to apply for permanent selection under its Quebec Skilled Worker Program. To qualify, candidates required a minimum score of 575 points and needed to demonstrate oral proficiency in French at level 7 or higher. Candidates with job offers outside the Communauté métropolitaine de Montréal were also prioritized.
