This move comes as part of the province's ongoing efforts to attract and retain international talent.
Previously, applicants under the OINP’s Employer Job Offer: International Student stream were required to possess a one-year credential from an eligible institution only if the program mandated a degree as an admission requirement. The recent change now allows individuals with any one-year college program resulting in an Ontario College Graduate Certificate to qualify for the program. This expansion broadens the scope of certificate programs that are eligible for the OINP.
Effective January 1st, 2024, the modification aims to enhance opportunities for international students seeking permanent residence in Ontario.
What is the OINP Employer Job Offer: International Student Stream?
The OINP Employer Job Offer: International Student stream offers a pathway to permanent residence for international students with a job offer in an eligible skilled occupation in Ontario. To qualify, the job offer must fall under Type/Level 0, A, or B in Canada's National Occupational Classification (NOC).
In addition to meeting job offer criteria, international students must ensure compliance with program requirements, including completion of an Employer Form by their Ontario employer, which is submitted with the application.
Upon approval and receipt of an Ontario provincial nomination, nominees can apply for a work permit and Canadian permanent residence through Immigration, Refugees, and Citizenship Canada (IRCC).
Eligibility Requirements under the Program:
Candidates must demonstrate completion of one of the following eligible credentials:
1. Undergraduate degree or diploma (full-time basis, at least two years) from an eligible Canadian institution.
2. Graduate degree or diploma (full-time basis, at least one year) from an eligible Canadian institution.
3. College graduate certificate (full-time basis, at least one year) from an eligible Ontario institution.
4. University graduate certificate (full-time basis, at least one year) from an eligible Ontario institution.
To be eligible, more than half of the applicant's studies must have occurred at an eligible Canadian institution while residing and studying in Canada. For graduate certificates, applicants should verify that their received institution's official credential is an Ontario College Graduate Certificate.
In addition to educational credentials, applicants must:
- Hold an approved full-time job offer of indeterminate length in a skilled occupation (NOC 0, A, or B) in Ontario, meeting entry-level wage levels.
- Possess the necessary licensure or authorization required for the job.
- Demonstrate the intention to reside in Ontario.
- Maintain legal status in Ontario throughout the application period (if residing in Canada).

Potential applicants can establish a connection to Ontario through various means, including:
- Current and/or previous employment in Ontario.
- Job offers or jobs applied/interviewed for in Ontario.
- Education in Ontario.
- Volunteer work in Ontario.
- Lease agreements for a residence in Ontario or property ownership.
- Professional networks and affiliations.
- Family ties.
- Social connections or personal relationships.
- Previous visits to Ontario.
