Quebec's Immigration Minister, Jean-François Roberge, unveiled the province's Immigration Levels Plan for 2025 today. While maintaining the annual target of 50,000 permanent residents, the plan introduces significant adjustments to its immigration strategy.
Key Points of the 2025 Plan:
Economic Immigration: The economic category remains a priority, with a target of 31,000 to 32,900 newcomers. This includes the Quebec Experience Program (PEQ) for graduates, which will continue to be a popular pathway.
Family Reunification and Refugee Programs: These categories are expected to admit between 10,200 and 10,600 and 6,600 to 7,200 individuals, respectively.
Language Proficiency: The province emphasizes French language proficiency, aiming for 79-80% of immigrants to know French upon arrival. For economic immigrants, this target increases to 95%.
Program Suspensions and Changes:
Regular Skilled Worker Program (RSWP): The RSWP and its replacement, the Skilled Worker Selection Program, will be suspended until June 30, 2025, at the latest.
Quebec Experience Program (PEQ) Graduate Stream: The intake of applications under this stream will be paused, reducing the number of CSQs issued to PEQ graduates.
Country Cap for RSWP: A 25% cap has been imposed on invitations issued to foreign nationals from any single country.
Future Directions:
Quebec plans to conduct a multi-year immigration planning exercise in 2025, focusing on temporary immigration and developing guidelines for 2026 and beyond.
