Ottawa, Canada - Immigration, Refugees and Citizenship Canada (IRCC) has released details of its plan to address a significant backlog of permanent residency (PR) applications. The backlog, identified in a recent Office of the Auditor General (OAG) report, disproportionately impacted refugees throughout the COVID-19 pandemic.
Focus on Transparency and Efficiency
A key aspect of the plan involves establishing clear service standards for all PR programs. Currently, some programs lack defined processing timelines, leaving applicants in the dark about decision wait times. IRCC aims to have new standards in place by December 2024, with updated timelines for economic class and family sponsorship programs expected by March 2024.
The department will also improve communication with applicants by establishing a clear method of sharing service standards.
Addressing Processing Disparities
The OAG report highlighted inconsistencies in processing times within programs, raising concerns about fairness. IRCC will develop a tool to monitor wait times by country of residence and launch a pilot program in October 2024 to explore potential race and ethnicity-based bias in processing times.
Streamlining Workflows and Resources
The plan also tackles uneven workloads across IRCC offices. IRCC will develop a tool to identify bottlenecks in processing and review resource allocation to better match workload with available staff. This includes a review of staffing levels in sub-Saharan Africa, where a backlog has accumulated.
Impact of Automation on Processing
IRCC will monitor the impact of Artificial Intelligence (AI) on processing times and potential bias in decision-making. If necessary, the department will take steps to address any identified biases by April 2025.
