The 2023-24 permanent Migration Program has designated 30,375 places for Skilled Independent visas, maintaining a similar allocation to the previous year's program. The decision to set this number reflects various factors and adjustments within the visa category.
One reason for the slightly reduced planning level is the closure of the New Zealand stream of the subclass 189 (Skilled – Independent) visa from 1 July 2023. This change is due to the introduction of a new direct pathway to citizenship for Special Category Visa holders who meet citizenship eligibility requirements. As a result, the number of places available in the Skilled Independent visa category has been adjusted.
The points-tested component of the Skilled Independent visa category has seen an increase in allocation, rising from 25,600 places in 2022-23 to 30,175 places in 2023-24. This increase highlights the significance of attracting individuals with high human capital, qualifications, and skills to address long-term structural shifts and skill shortages in the Australian workforce.
Furthermore, the allocation for the Hong Kong pathway within the Skilled Independent visa category remains unchanged at 200 places. This pathway aims to facilitate migration for individuals from Hong Kong who possess the required qualifications and skills.
